Ladies and Gentlemen,


Maître Vladimir SHEYTANOV, a lawyer at the Sofia Bar, has sent you a letter requesting your assistance in a case involving the wrongful abduction of Bulgarian children from their parents on French territory.


These two minor children, aged 9 and 11, are named Aydzhan AHMEDOV and Aylin  AHMEDOVA. Their parents are named Adem YUSEINOV AHMEDOV and Aylya VASVIEVA AHMEDOVA. All four are Bulgarian nationals. 


The situation of these two children is very worrying, which is why the human rights association WikiJustice Julian Assange, which is also following the case, joins Mr. Vladimir SHEYTANOV's request and kindly asks you to send an observer to the hearing on October 21, 2025, in the case brought before the Paris Court of Appeal.

Unfortunately, this type of child abduction without legal grounds has become widespread in France in recent years. We are following other cases similar to that of Aydzhan ADEMOV AHMEDOV and Aylin ADEMOVA AHMEDOVA, such as that of Michelle NDO and Charles FOKOUABAN, Cameroonian nationals whose two children were taken away from them without legal grounds. Their daughter, Norelisse OYEE FOKOUABAN, has been missing since July 8, 2024. Since that date, no one in her family, either in France or Cameroon, has heard her voice. No one knows where she is, as a judge has declared her to be held in secret. At the end of this letter, you will find all the documents relating to this case published on our website..

In France, the presidents of the departmental councils are pursuing an aggressive and illegal child welfare policy, more commonly known as ASE, by removing children from their parents without preliminary investigations proving any abuse, offense, misdemeanor, or crime, without any investigation being conducted by the courts to establish the facts, in total disregard of the law, law procedures, the Constitution, and fundamental human rights, which are unalterable, inalienable, and imprescriptible


During our investigations, we found that individuals entrusted with enforcing the law, police officers, magistrates of all kinds, and civil servants at all levels of the hierarchy were usurping functions, committing forgery and using forged documents, carrying out arbitrary arrests and detentions, carrying out phantom police custody that did not comply with the most basic articles of the law on police custody, engaging in physical and psychological violence within administrative buildings, against minors as well as adults, validating slander and defamation, violating the common provisions and guiding principles of the trial, violated the right to defense and the presumption of innocence, that judges violated their oaths, condoned and conducted false proceedings, solely to incriminate.

Lawyers are denied the right to freely access documents, to argue freely during hearings, and the documents they provide are not taken into account. We are seeing repeated violations of the right to defense.


During our investigations, informants, although terrified, told us that they had witnessed or been involved in arms or drug trafficking within the Guardian Services responsible for child welfare, to which children are entrusted, that prostitution rings were operating within these same services, with older children leading younger ones to predators, and that the presidents of the departmental councils, who are criminally responsible for the Child Welfare Policy (ASE), were, like the educators in charge of these homes, consequently acting as pimps.


We have also observed abuses of social and public welfare. Some departmental council presidents receive social benefits intended for parents whose children have been removed from their care. Sums of around €200,000 have been paid by the Paris Council to private associations such as Oeuvre de Secours aux Enfants (OSE), OPEJ Baron Edmond de Rothschild, La Vie au Grand Air, Association Olga Spitzer, Cithéa Famille et Professionnels, etc. for the organization of "supervised visits ." Many countries are plagued by this scourge. The investigations conducted by WJJA delegates in several countries and various regions of France suggest that there may be a mafia network divided into several branches, or several mafia networks, acting in collusion and engaging in human trafficking. Some of them are believed to specialize in trafficking children, including newborns.


Whether in these mafia networks or in the “guardian services” under the Child Welfare policy and its international equivalents, children would be targeted according to strict criteria: to be used as leverage—for blackmail, pressure, threats—on individuals in positions of power, both in the private and institutional spheres, within sovereign countries; adoption; child prostitution networks; medical and psychological experimentation based on genetic criteria or physiological resistance; reproduction; domestic slavery.


In Belgium, children, including babies, are reportedly arriving by truck and being placed in private reception facilities. In France, children without identity documents will arrived by plane from various countries, accompanied by smugglers claiming to be members of their families, and were placed in private care facilities under the Child Welfare Assistance (ASE) policy overseen by departmental council presidents, with no effort made to locate their biological families. No one is able to say precisely what has become of these children, whether their identities have been changed or whether they have been moved to another country. 


In Germany, Holland, Sweden, and most other countries on the European continent, the modus operandi of child welfare policies is the same. Children are illegally taken from their parents, disappear, or give evidence serious violence and rape.

There is urgency because the abuse inflicted on children, both in France and internationally, is part of human trafficking. Children, like drugs, organs, and slaves, are a commodity of choice that generates enormous profits. Children stolen from war-torn countries, children stolen from targeted countries such as Cameroon or Haiti, children stolen from their families, including from maternity wards, are sold for adoption, sold to pedophile networks for prostitution, and when they reach the age of expiration, sold to organ trafficking networks or domestic slavery.


The WikiJustice Julian Assange association has decided to devote all its energy and give absolute priority to the fight against this violence, deportations, thefts, and torture committed against children, as this is the most despicable, ignoble, and unforgivable crime against humanity perpetrated for many years with complete impunity in many countries against the most vulnerable targeted population: CHILDREN. Ensuring the safety of children, who have become the primary commodity in these national and international trafficking networks, is an absolute priority that requires the full mobilization of all child protection agencies and sovereign governments

We therefore ask you, ladies and gentlemen, to lend your support to Vladimir SHEYTANOV, lawyer at the Sofia Bar, Pauline NGOMA, lawyer for the NDO-FOKOUABAN family, and all those families whose children have been illegally abducted. some parents having not seen their children for many years, sometimes not knowing where they are or being prevented from coming to their aid to protect them from the abuse they are suffering in the care services.


We also ask you to open investigations so that missing children can be found, children exploited in pedophile networks, sold for adoption, slavery, or organ trafficking can be rescued and protected, and all children have the right to a birth identity that is respected.

Principle 2


The child shall enjoy special protection, and shall be given opportunities and facilities, by law and by other means, to enable him to develop physically, mentally, morally, spiritually and socially in a healthy and normal manner and in conditions of freedom and dignity. In the enactment of laws for this purpose, the best interests of the child shall be the paramount consideration.


Principle 3


The child shall be entitled from his birth to a name and a nationality.


Principle 6


The child, for the full and harmonious development of his personality, needs love and understanding. He shall, wherever possible, grow up in the care and under the responsibility of his parents, and, in any case, in an atmosphere of affection and of moral and material security; a child of tender years shall not, save in exceptional circumstances, be separated from his mother.


Society and the public authorities shall have the duty to extend particular care to children without a family and to those without adequate means of support. Payment of State and other assistance towards the maintenance of children of large families is desirable.


Principle 7


The child is entitled to receive education, which shall be free and compulsory, at least in the elementary stages. He shall be given an education which will promote his general culture and enable him, on a basis of equal opportunity, to develop his abilities, his individual judgement, and his sense of moral and social responsibility, and to become a useful member of society.


The best interests of the child shall be the guiding principle of those responsible for his education and guidance; that responsibility lies in the first place with his parents.


The child shall have full opportunity for play and recreation, which should be directed to the same purposes as education; society and the public authorities shall endeavour to promote the enjoyment of this right.


Principle 8


The child shall in all circumstances be among the first to receive protection and relief.



Principle 9


The child shall be protected against all forms of neglect, cruelty and exploitation. He shall not be the subject of traffic, in any form.


The child shall not be admitted to employment before an appropriate minimum age; he shall in no case becaused or permitted to engage in any occupation or employment which would prejudice his health or education, or interfere with his physical, mental or moral development.


Principle 10


The child shall be protected from practices which may foster racial, religious and any other form of discrimination.


He shall be brought up in a spirit of understanding, tolerance, friendship among peoples, peace and universal brotherhood, and in full consciousness that his energy and talents should be devoted to the service of his fellow men.
